CARTHAGE â In keeping with Gov. Andrew M. Cuomoâs Executive Order 203, local village police forces have developed police reform policies.
In June, Gov. Cuomo signed an executive order requiring local governments to create and adopt a police reform plan by April 1, which must be submitted to the state. Municipalities that do not comply with the mandate risk losing state funding. The order came about in response to the May 25 killing of 46-year-old Black man George P. Floyd by Minneapolis police.
Plans must be developed in collaboration with the public through an âopen process on policing strategies and toolsâ and receive public comment before being presented to local municipal bodies for approval.
A digital version of the current village zoning map, dated 2008, was finalized Jan. 19.
The updated version will be more easily posted on the village website and other internet sources including the Jefferson County website. The village Planning Board has reviewed the digital map and attests zoning district boundary lines and designations match the current paper map and that no changes have been made with the digital version. Going forward, any printed version of the zoning map will be derived from the digital version.

CARTHAGE â The town of Wilna is considering the submission of an application for funding through the Community Development Block Grant Program.
The proposed application would be for owner-occupied rehabilitation of about 10 to 12 homes in the town of Wilna. In order to demonstrate a need for the program funds to New York state, the town is requesting eligible homeowners who are potentially interested in participating in the program to complete an Income and Housing Conditions Survey.
Individuals who complete the Income and Housing Conditions Survey will be added to the townâs waiting list for housing programs. If the town is successful in receiving CDBG funds then those persons on the townâs waiting list will be asked to apply for funding through the CDBG program.
