Portsmouth proposed budget to raise property taxes by nearly 4.5%

PORTSMOUTH – City Manager Karen Conard has proposed a $124.2 million Fiscal Year 2022 municipal budget, which represents an increase of 4.32 percent or $5.1 million over this year’s budget. If passed by the City Council as proposed, the budget will result in an estimated tax rate of $15.36 per $1,000 of valuation, which represents a 66 cent or 4.48 percent increase, according to Conard. The owners of a median priced $474,900 single-family home in Portsmouth would see a $313 increase in property taxes for the fiscal year, which starts on July 1, Conard said. “This is the budget we feel is responsible and meets the needs as set forth in our initial conversations about the budget back in January,” Conard said Friday during an interview in City Hall.

They spoke at a roundtable Monday in Hampton Beach with U.S. Commerce Secretary Gina Raimondo and New Hampshire Sen. Jeanne Shaheen. Raimondo, the former governor of Rhode Island, was on her first official trip as U.S. Commerce Secretary. She asked what the Seacoast wants out of the latest round of pandemic stimulus money and President Biden’s proposed jobs and infrastructure plan.

Portsmouth NH outdoor dining winter attractions year round city plans

PORTSMOUTH – Assistant Mayor Jim Splaine wants the city to be an outdoor attraction 12 months a year. As it did last summer, the City Council voted again to allow downtown restaurants in 2021 to use some public downtown spaces for outdoor dining. Department of Public Works staff also installed concrete barriers along parking spots to safeguard restaurant customers from traffic. Splaine said the city’s restaurant owners and downtown merchants learned how to use outdoor space out of necessity because of the COVID-19 pandemic. COVID restrictions gave a glimpse of outdoor possibilities  “The experience of last year gave us an example of how much fun it can be to be outside,” he said.

Portsmouth NH considers doubling parking fines. Public to weigh in.

PORTSMOUTH – Residents will get their chance to tell the City Council how they feel about a proposal to more than double parking fines at a public hearing scheduled for May 3. The City Council voted 7-2 this week to pass the first reading and schedule the public hearing on the proposal, which would increase fines for people who overstay their time at downtown parking meters from $15 to $35. The proposed hike represents a percentage increase of 133%. Assistant Mayor Jim Splaine and City Councilor Deaglan McEachern cast the two no votes against scheduling second reading on the proposal. It needs to pass three readings to go into effect.
