Kelowna man faces hate speech charge after complaint made to War Crimes Program
An Australian man living in Kelowna has been charged with the wilful promotion of hatred after allegedly threatening people living in the Democratic Republic of the Congo.
Kibwe Ngoie-Ntombe was initially charged with uttering threats back in June 2020 when he was first arrested.
On February 24, 2021, he was charged with more offences, including:
Uttering threats to cause death or bodily harm - Section 264.1(1)(a)
Uttering threats to burn, destroy or damage property - Section 264.1(1)(b)
Uttering a forged document - Section 368(1)(d)
Counselling the commission of an indictable offence (aggravated assault) - Section 464(a)

OTTAWA A probe by the RCMP's international investigations section into videos that allegedly threatened people in the Democratic Republic of Congo has resulted in charges against a man living in Kelowna, B.C. Mounties say the man from Australia faces a charge of wilful promotion of hatred, after a complaint was received by Canada's War Crimes Program within the Justice Department. Police say the complaint related to videos circulating online.
