32 năm trước, ngày 5/7/1989, Chủ tịch Hội đồng Bộ trưởng (nay là Chính phủ) ra Chỉ thị 180/UT về việc thành lập Cụm Kinh tế Khoa học Dịch vụ Kỹ thuật (gọi tắt là DK1) đóng quân trên thềm lục địa phía Nam của Tổ quốc.
Việc xây dựng các nhà giàn DK1 đáp ứng 2 yêu cầu chủ yếu là bảo vệ Tổ quốc từ hướng biển và làm “vành đai thép” bảo vệ cho các giàn khoan khai thác dầu khí trong vùng đặc quyền kinh tế.
