Heavy rains and leaking pipe cause Brownsville Highway washout Jessie Darland, Kitsap Sun © Kitsap County Brownsville Highway NE remains closed between both ends of South Keyport Road after heavy rains Monday caused leaks in a sewer pipe. Brownsville Highway is closed after a sinkhole appeared Monday evening following heavy rain combined with a 40-year-old leaking pipe. The road is closed between both ends of South Keyport Road. The pipe is scheduled for replacement as part of a larger effort to replace the Bangor-Keyport force main, but in the meantime, it’s leaking, said Joe Rutan, county engineer and assistant director for Kitsap Public Works.
