Fed up after years of relentless National Guard deployments in undeclared wars,
state lawmakers across the country are pushing legislation that would prohibit the use of Guard units in combat zones without a formal declaration of war by Congress.
The bills are being promoted by BringOurTroopsHome.US, a self-described organization of right-of-center veterans working to end American involvement in endless wars and restore congressional authority over war-making. The libertarian 10th Amendment Center is also backing the cause.

The alleged shooter 20-year-old Terry Dewayne Powell of Mansfield was taken into custody around 1 p.m.Â
Mansfield police and DeSoto sheriff s deputies had been searching the city for Powell for hours before finding him hiding out in an abandoned apartment on Kennedy Street. He was taken into custody without incident, Sheriff Jayson Richardson said.Â
Powell is charged with second-degree murder and attempted second-degree murder.Â
The victim is identified as 75-year-old Lynda Palmer of Mansfield. Palmer had worked in assorted retail businesses and at one time was the general manager of Zales in Shreveport. Her late husband, Joe Palmer, was a longtime educator in the school system.Â
Legislation would double electric vehicle registration fees

BOISE, Idaho (AP) An Idaho House committee on Tuesday introduced legislation that would more than double what it costs to register electric vehicles.
The House Ways and Means Committee voted 4-3 along party lines with no Democratic support to clear the way for a potential public hearing for the bill.
The bill would raise the vehicle registration fee from $140 to $300. Vehicle owners could instead opt to pay 2.5 cents per mile. Owners choosing the per-mile option would have to report their mileage annually to the Idaho Transportation Department.
Backers said the fee is needed so electric vehicle users pay their fair share for road upkeep that partially comes from gas taxes. Opponents say $300 overshoots the mark so far that it will discourage electric vehicle use.
