Even as President Joe Biden negotiates with a group of 10 Senate Republicans on a potential bipartisan package, congressional Democrats kicked off budget reconciliation with a process known as “vote-a-rama,” bringing them closer to passing Biden’s $1.9 trillion Covid-19 relief package with just their 51 votes. Those close to Biden say he deeply wants bipartisanship, but it can be a tough sell in a Democratic Party that has been burned over and over by Republicans. “President Obama put me in charge of the Recovery Act and it was hard as hell to get the votes for it to begin with,” Biden told reporters on Friday morning, recalling the hard-fought negotiations to get just three Republicans on board. “The one thing we learned is we can’t do too much here. We can do too little. We can do too little and sputter.”
