Yost kicks off Sunshine Week with release of updated âYellow Bookâ Dave Yost COLUMBUS – Ohio Attorney General Dave Yost has released the 2021 edition of the Sunshine Laws Manual, a one-stop resource for information on the Ohio Public Records and Open Meetings Acts.
The manual, commonly known as the “Yellow Book,” reflects the past year’s law changes and legal decisions affecting Ohio’s open government laws. The attorney general’s Public Records Unit annually updates the manual to help citizens understand their rights and to help public servants understand their obligations under the laws.
“Secrecy in any relationship destroys trust a friendship, a marriage or a business partnership. Transparency builds trust,” Yost said. “More now than ever, we in government need to build trust with those we serve. It starts with openness in public decision-making and the records that document it.”

With a financial recovery plan in place, the village of Bridgeport aims to resolve its deficit of more than $500,000 by 2025.
The village was declared in a state of fiscal emergency in 2018 by the Ohio Auditor of State’s Office. In 2019, the village approved a recovery plan to help eliminate more than $760,000 in debt between the general fund and street fund. When the plan was first approved, officials had hoped to resolve the debt by 2023; however, that time has now been extended.
The Bridgeport Financial Planning and Supervision Commission met via teleconference Friday morning to vote on the recovery plan for this year. Council approved the plan earlier this month during a special meeting.
