China SAMR publishes full details of new cosmetic registration rules that will be enforced in May

China’s State Administration for Market Regulation (SAMR) has published the full-text regarding new regulations for cosmetics registration, which will come into force May 1, 2021. The full text of the Administrative Measures on Cosmetics Registration and Notification​ includes six chapters and 63 articles and supports the overarching Cosmetics Supervision and Administration Regulation (CSAR). According to SAMR, these measures will strengthen cosmetic registration and filing management, protect consumers’ health rights, regulate and promote the healthy development of the cosmetics industry. “It was necessary to formulate supporting regulations to further refine the regulations on registration and filing management.”​ It added that it had sought opinions and suggestions from regulatory authorities, industry associations and enterprises alike to draft these measures.
