For cosmetics, the Provisions for Management of Cosmetic Registration and Notification Dossiers; and
For ingredients, the Provisions for Management of New Cosmetic Ingredient Registration and Notification Dossiers.
Beginning on May 1, 2021, companies should begin to submit registration and notification dossiers in accordance with the requirements specified therein.

France and China made recent headlines when a French beauty federation announced it was the first EU country to bystep China s animal testing mandate to import ordinary cosmetics into the country. This stirred new hope that the region would end the animal testing requirement for cosmetics though regulators underlined that products must meet stringent requirements for approval (read on for details).

China’s State Administration for Market Regulation (SAMR) has published the full-text regarding new regulations for cosmetics registration, which will come into force May 1, 2021.
The full text of the
Administrative Measures on Cosmetics Registration and Notification includes six chapters and 63 articles and supports the overarching Cosmetics Supervision and Administration Regulation (CSAR).
According to SAMR, these measures will strengthen cosmetic registration and filing management, protect consumers’ health rights, regulate and promote the healthy development of the cosmetics industry.
“It was necessary to formulate supporting regulations to further refine the regulations on registration and filing management.”
