Portuguese Prime Minister António Costa hopes that the Social Summit in Porto on Friday will be a milestone in the EU history with the achievement of a general agreement subscribed by European institutions and, for the first time, social partners. “If we succeed at the Social Summit to obtain for the first time a compromise in which the Council and the Commission sign an agreement with the European Trade Union Confederation (ETUC), with Business Europe, which is the association of European SIBS, with the confederation of European small and medium-sized enterprises (SMEs), with the confederation of general services companies, then it will be the first time in the EU history that there is a general agreement bringing together all social partners and European institutions,” Costa told

Luca Visentini There could be no better place for a European social summit than Portugal. Over the last decade, Portugal has experienced the worst of a Europe with weak social commitments and yet is now in the vanguard of building a Europe with a stronger social agenda. Austerity measures pursued in the wake of the financial crisis doubled unemployment and devastated living standards. Portugal is one of six countries where real wages still haven’t recovered: a worker in Porto, where leaders gather today, could afford to buy less with their pay in 2019 than they could in 2010. The number of people living in poverty despite being in work has increased over the last decade and working people now receive a smaller share of Portugal’s total wealth than they did ten years ago. By any measure, austerity increased inequality.

Which brings us to today. This week, the European Commission unveiled plans to push its social policy agenda once again in a bid to reconnect with disheartened citizens and coax voters not to place their faith in the populist fringes of the political spectrum. The European Pillar of Social Rights, presented on Wednesday by Employment Commissioner Marianne Thyssen, put forward 20 social principals it wants to see member states adopt. The most prominent include strengthening workers rights, revamping employment law by bringing the gig economy into national social systems and introducing new rules on parental leave. Thyssen described the Pillar as a compass for a renewed process of convergence towards better living and working conditions that would help the EU avoid a race to the bottom and encourage a race to the top.
