The Hawk Eye A California-based developer plans to transform the long-vacant building at 816 Valley St. into residential, retail and manufacturing space.  During a presentation Monday to the Burlington City Council, an architect with Iowa City-based firm Neumann Monson Architects said Kathy Hull of Long Beach, California, who has owned the former Dial soap manufacturing building since 2008, plans to redevelop the property to create 47 one-bedroom and 10 two-bedroom units on the 126,723-square-foot building s upper floors. We are trying to get units access to as much natural daylight and ventilation as possible, so they are oriented a little more in the horizontal direction, architect Dave Zahradnik said during a presentation of the floor plans.
