Proposed bill reduces Iowa Workforce Development unemployment benefits

Des Moines Register Unemployed Iowans would receive less money from Iowa Workforce Development if a bill working its way through the Legislature is approved and signed into law by Gov. Kim Reynolds. The Iowa House Labor Committee approved House Study Bill 203 early Tuesday. The debate was contentious and lasted more than 5 hours. If you think this was a fight, wait until it gets on the floor, said Rep. Bruce Hunter, D-Des Moines, the party s ranking member on the committee.  The legislation is eligible for a vote on the House floor. If signed into law, the legislation would take effect in July 2022.

The bill would impose a one-week waiting period before workers would be eligible to receive unemployment. During a news conference organized by the Iowa Federation of Labor, Kelli Harrison, a UAW member from Marshalltown, said Iowa manufacturing plants are notorious for short-term layoffs. “Do we really want to go after these workers? Do we want to take a week’s worth of pay because they were laid off through no fault of their own during a time when unemployment funds are not depleted?” she asked.

Iowa Legislature: Unemployment payments would drop under House bill

The legislation, which is now eligible for a vote on the House floor, would decrease the maximum weekly benefits that claimants can receive and require workers to wait a week after losing their jobs to begin getting unemployment compensation. It also would require them to accept lower-paying jobs than those they formerly held, potentially moving them off benefits faster. In addition, the bill would cut a provision that allows claimants to receive standard unemployment insurance for 39 weeks if their place of employment closes. Those workers would instead receive benefits for the usual maximum of 26 weeks. If signed into law by Gov. Kim Reynolds, the legislation would take effect in July 2022.
