文丨章言该（某金融机构宏观研究员）今年不少省市工业企业限电，由于和普通老百姓的生活离得有点远，大家对它的关注度不高。最近的一则新闻，开始把焦点转移到居民用电上来：6月24日国家发改委在中国政府网答复网民关于“建议完善居民阶梯电价制度，鼓励城乡居民多用清洁的电力资源”的留言时，提到“按照进一步深化电价市场化改革要求，下一步要完善居民阶梯电价制度，逐步缓解电价交叉补贴，使电力价格更好地反映供电成本，还原电力的商品属性，形成更加充分反映用电成本、供求关系和资源稀缺程度的居民电价机制。” 笔者认为，随着电价市场化改革的推进，在电力供应缺口持续存在、新能源发电占比提升的双重压力下，需要减少甚至是取消工商业用电对居民用电的价格交叉补贴，�
