A man is charged in a fatal hit-and-run crash in Lancaster County involving a horse and cart.Phillip Sullivan, 18, is charged with homicide by vehicle, homicide by vehicle while DUI and other offenses.East Earl Township police said Sullivan hit the horse and cart around 2:45 a.m. July 5 on Route 322 and fled the scene. Sullivan was located about 45 minutes later and found to be driving under the influence of alcohol and/or a controlled substance, police said.The driver of the cart, 18-year-old Andrew Stoltzfus, of Honey Brook, died two days after the crash.The horse also died, police said.
