CHARLESTON The leader of the West Virginia Senate Finance Committee tried one last time Wednesday to craft a plan Gov. Jim Justice and the House of Delegates could accept.
The Senate voted 18-16 in favor of House Bill 3300, the bill being used to phase-out the personal income tax in West Virginia, losing five Republican state senators.
Senate Finance Committee Chairman Eric Tarr, R-Putnam, presented a strike-and-insert amendment to HB 3300 that wiped out the original committee proposal in favor of a plan that tried to get closer to a new proposal presented Monday night by Justice at a summit between House and Senate majority and minority leadership.

CHARLESTON â With five days left in the 2021 regular session, Gov. Jim Justice unveiled Monday what he called a gentler version of his plan to sharply cut state personal income taxes, making up some of the revenue loss with a variety of tax hikes, including on sales taxes.
âI have given you a pathway thatâs so gentle, and it helps every single person,â Justice said, unveiling the new plan, which he called âJustice 4 All,â at a summit of legislative leaders at the Culture Center Monday afternoon.
Justice called the session in hopes of reaching agreement between his plan, a Senate plan that cuts income taxes even more rapidly with steeper tax hikes to recoup some of the loss, and a House plan to more slowly phase in cuts.
