Gov Justice Unveils Yet Another Personal Income Tax Reduction Plan, But Progress On Issue Remains Elusive

/ On Day 55 of the West Virginia Legislature’s 60-day session, Gov. Jim Justice gathered top lawmakers of both parties to try to hash out the differences between three very different plans to reduce the personal income tax. Instead, the governor offered up another version of his plan before lawmakers chimed in and consensus on the issue remained elusive. Billed as a way to urge lawmakers to agree on what has been, to date, a stalemate, the governor s summit began with Justice critiquing the plans put forth by the Republican-led House and Senate. “I do not agree with the House plan from the standpoint that it takes a long, long time,” Justice said of House Bill 3300, as passed by the lower chamber last month.

The one-time Republican leader and now state Supreme Court Justice was a persistent advocate for eliminating the sales tax on food. He called the tax on groceries “immoral.” Republicans were in the minority during most of Armstead’s tenure, so it took the majority Democrats to finally get behind the movement to phase out the six percent tax imposed by Governor Gaston Caperton and the Democrats in 1989. The last bit of the tax came off the books July 1, 2013.  At the time, Armstead said, “For the first time in 24 years, our citizens can put food on their tables without paying this truly immoral food tax.”

And the governor wishes someone had taken just a couple minutes to call him about the plan. “I’m disappointed beyond belief that nobody ever consulted with me after I’ve done everything over and over and over with the leadership of both the House and Senate, keeping them abreast of where I was going on every turn and asked for their input in any way,” he said, describing the process for the tax plan he has been pushing.
