SunStar April 05, 2021 THE Philippine National Police (PNP) on Monday, April 5, 2021, implemented a major revamp due to the upcoming retirement of several senior officials from the service.
PNP spokesperson Brigadier General Ildebrandi Usana said Major General Emmanuel Luis Licup, Directorate for Comptrollership (DC) head, was placed on a non-duty status and was transferred to the Office of the Chief PNP (OCPNP) ahead of his retirement on Friday, April 9.
Licup, a member of the Philippine Military Class of 1987, served as the regional director of Police Regional Office-Mimaropa (Mindoro Oriental and Occidental, Marinduque, Romblon and Palawan) and Police Regional Office 9 before he was designated as head of the Directorate for Operations and eventually as DC chief.

Maj. Gen. Emmanuel Luis Licup has been moved to the Office of the Chief PNP four days ahead of his mandatory retirement on April 9 from being the head of the Directorate for Comptrollership.
Licup served as the regional director of Police Regional Office-MIMAROPA (Mindoro Oriental and Occidental Marinduque, Romblon and Palawan) and Police Regional Office 9 before he was designated as head of the Directorate for Operations and eventually the head of the Directorate for Comptrollership.
Licup, a member of the Philippine Military Academy (PMA) Class 1987, will be replaced by Brig. Gen. Rodolfo Azurin, Jr.
The post that would be vacated by Azurin as regional director of Police Regional Office 1, will be taken over by Brig. Gen. Randolph Balonglong.

A Catholic bishop has denounced the killing of a Philippine mayor and two of his aides by anti-narcotics police in Samar province.
Ronald Aquino, mayor of Calbayog City, was in a vehicle with his bodyguards when two vehicles carrying police officers approached them on a bridge on March 8.
“The first shots came from the vehicle where mayor Aquino was on board … [he and his bodyguards] were thinking that the vehicles behind them were tailing them,” said police information officer Maria Bella Rentuaya on national television.

Metro Manila (CNN Philippines, March 9) The National Bureau of Investigation will look into the shooting incident that killed Calbayog City Mayor Ronaldo Aquino and his aides after police officers were implicated in the ambush.
Justice Secretary Menardo Guevarra on Tuesday said they have received a report that policemen were involved in Monday s shootout that killed the mayor, his driver, his security escort, and one suspect in Barangay Lonoy, Tinambacan District in Calbayog. He said he will direct the NBI to step in to provide an objective and impartial investigation.
