Bail set at $2 million for Montana man accused of kidnapping mother, raping other woman

BILLINGS, Mont. (AP) A Billings man pleaded not guilty Wednesday to several felony counts that allege he kidnapped his mother and repeatedly raped another woman while engaging in a standoff with police.
Donald Edward Foster, 47, appeared in Yellowstone County District Court, where his bail was set at $2 million by Standing Master Molly Rose Fehringer, The Billings Gazette reported. Foster was on federal probation after serving about six years in prison for being a felon in possession of a firearm. He has a 2003 robbery conviction.
UPDATE: Donald Foster pleaded not guilty to all eight felonies he is charged with in connection to a standoff and repeated assault of a woman.Â
The judge set bond at $2 million. If he is released, he will be tracked through an ankle monitor, and have a curfew.Â
He was remanded into custody at Yellowstone County Detention Facility.Â

The incident began when police were dispatched to the area around 2 a.m. for report of a hostage situation. A previous release states one of the victims, a 77-year-old woman, was able to call 911 and said she was being held hostage by Donald Foster, 47. The woman was able to escape and run out of the home.

The improved position comes despite the difficulties of economic planning during the Covid pandemic.
At one point last year, there were fears the local authority could be facing a whopping deficit of up to £97 million.
That had since reduced to £8.7 million.
According to a report going to the councilâs corporate resources committee on Thursday, the further improvement is down to strict financial controls and increased government support.
The council is due to reveal its budget for 2021-22 on Thursday.
Head of corporate finance, Edward Foster, said: âThe improved position reflects the positive financial management that has been taking place throughout the council, the additional funding coming in to the council and a better understanding of the financial impact of Covid-19.â
