Palm Beach County schools chief tries again to install new deputy

The chief executive of Palm Beach County’s public schools is moving again to replace his second-in-command and reorganize the school district’s upper ranks, nearly a year after his first attempt was thwarted by school board members. Schools Superintendent Donald Fennoy’s reorganization plan calls for transferring Deputy Superintendent Keith Oswald to a new, less influential position and installing Ed Tierney, a former principal and the school district’s current chief of staff, in the post. If successful, the move would put Tierney in the district’s most powerful academic position, supervising all of the county’s principals. Oswald would become the “chief of equity and wellness,” a new position overseeing four departments that handle mental health, safety and equity initiatives.
