Williams, 31, of 3701 Sangamo Heights Road in Springfield was arrested on charges of driving under the influence, leaving the scene of an accident, driving while license is revoked, disobeying a stop sign, and illegal transportation of alcohol after the car he was driving went through a stop sign and collided with a car being driven by Phyllis E. Freeman, 78, of Jacksonville at Church Street and Douglas Avenue at 2:05 p.m. Monday. Police said Williams left the scene but was later found and treated at Passavant Area Hospital. Freeman was treated at the scene for a minor laceration and pain in her shoulder, police said.
