Report: Significant Gap In IHSS Quality Of Care For Seniors, Disabled

By Sasha Margulies, iHeart Media Feb 26, 2021 A new report from the California State Auditor s office says seniors and disabled people who rely on the state s In-Home Support Services are not getting the quality of care they need. The report cited a lack of available caregivers and low wages as part of the reason. According to the report, caregivers were paid at near or below the minimum wage, averaging $12.29/hr in 2019. Auditors also found 32 of 51 counties did not have enough caregivers to provide recipients with all the available services.

Dan Walters: Medi-Cal overhaul sounds good on paper

Thus, for example, the Financial Information System for California is shortened to become FI$Cal. Unfortunately, officials are often more adept at dreaming up names for new programs than at making them function — and FI$Cal has become a poster child for expensive dysfunction. Support local news coverage and the people who report it by subscribing to the Napa Valley Register. What looked good on paper — consolidating all of the state’s financial data — just hasn’t worked out in practice so far. It’s been underway for many years, with completion deadlines constantly missed, drawing sharp criticism from watchdogs such as state Auditor Elaine Howle.

Winnemem Wintu chief Caleen Sisk ordered to pay restitution in home-care fraud case

Redding Record Searchlight Three years after she was accused of fraud, the chief of a local tribe has been ordered to pay over $13,000 in restitution and convicted of a misdemeanor.  Caleen Sisk, chief of the Winnemem Wintu Tribe and a former candidate for state Assembly, was told to pay $13,170.79 to In-Home Support Services after prosecutors alleged she submitted time sheets for hours she did not work but subcontracted to family members, according to court records.  Sisk’s attorney, Melissa Fanoe, said her client never profited off subcontracting and characterized the claims as “rule violations.” Fanoe said Sisk was taking care of a woman who needed 24-hour attention, and that Sisk wanted to make sure the woman was looked after when she wasn’t around.
