Senate Bill 659 from Sen. Dawn Buckingham, R-Lakeway, died on a point of order from state Rep. Donna Howard, D-Austin. The bill had passed the Senate on April 15 and appeared headed for passage after it made it out of committee in the House.
In a statement to the American-Statesman, Howard said the Legislature was not the appropriate venue for aggrieved property owners.
