Context
Investing in sustainable energy is fundamental for human and economic development, as envisioned in both the AU Agenda 2063 and the EU Green Deal and set out in the UN 2030 Agenda for Sustainable Development and its seventeen Sustainable Development Goals and the UN Paris Agreement on Climate Change.
While Africa is the continent that contributes the least to greenhouse gas emissions, it is disproportionately impacted by climate change. In the aftermath of COVID-19 pandemic, to power the ambitious call of structural change, and high economic growth envisaged in the ten year implementation plan of AU Agenda 2063, comprehensive reforms will be needed to improve the investment climate and attract financing for building a sustainable energy system in Africa for socio economic development, sustainable industrialisation and trade. Uganda is Africa’s largest refugee hosting country and one of the top five worldwide. As of December 2020, Uganda hosted 1.4 million refugees, most of whom have fled South Sudan’s conflict and unrest and settled in Uganda’s West Nile region. The Office of the Prime Minister and the international community have mobilized to meet refugee’s needs around shelter, food, water, and health, while also facilitating access to plots of land for agricultural activities. An important unmet challenge facing refugees and host communities in West Nile is the lack of reliable, affordable, and clean energy sources - for both electricity and cooking.
Richenda Van Leeuwen
Richenda is the Executive Director of the Aspen Network of Development Entrepreneurs (ANDE). She previously served as Managing Director for Empowering Clean Economies at the Rocky Mountain Institute, and previously as Chair, International Institutions at the Global LPG Partnership where she worked on climate and clean energy solutions in developing economies. She was also a member of the World Bank’s Energy Program’s (ESMAP) Technical Advisory Group from 2016-2019. From 2010-2016 she was Executive Director of Energy Access at the United Nations Foundation, working on the UN Sustainable Energy for All Initiative, and leading a 2,300 member global off-grid renewable energy practitioner network. She previously served for nearly five years as CEO of Trickle Up, a global microenterprise development organization.
