Federal funding package approved, includes millions for Western New York

BUFFALO, N.Y. (WKBW) â Congressman Brian Higgins (D- NY26) announced approval of H.R. 4502 which is a package of seven appropriation bills making investments in federal programs and initiatives including infrastructure, education, small business and job opportunity.
The legislation now goes before the Senate for further consideration and would include the following for Western New York according to Higgins:
Transportation-HUD
Buffalo Naval Park: $490,000, requested by Higgins, for the Buffalo and Erie County Naval & Military Park to help with needed repairs for the USS The Sullivans, a national historic landmark.

The hearing was held by the Subcommittee on Energy Water Development and Related Agencies to consider the DOE’s fiscal year 2022 budget request.

Granholm said the agency has a whole biofuels and energy team working on that issue, and stressed the role she thinks biofuels can play in reducing energy-intensive forms of transportation, including long-haul trucking, aviation and marine transport. “Electric vehicles obviously have emerged as this great technology which they are for light duty vehicles like cars and SUVs,” she said. “But pickups, heavy duty transportation modes that really need more of an energy density of liquid fuels, that is where biofuels are going to play a critical role and that’s especially true

As we reported earlier, President Donald Trump sent Congress a straightforward veto message on the National Defense Authorization Act for 2021. That measure passed the House and Senate with overwhelming bipartisan majorities, setting the stage for a vote to override the veto.
Now another piece of legislation of vital importance to the maritime industry, the Water Resources Development Act of 2020 (WRDA) is under threat. The measure was passed as a rider to the Omnibus Appropriations bill that included $900 billion for COVID-19 related funding. The Omnibus also included the FY21 Energy & Water Development (E&WD) appropriations bill that funds the Corps of Engineers.

A piece of legislation crucial to the inland waterways industry looks set for passage. The Water Resources Development Act of 2020 (WRDA) has been included as part of the year-end omnibus and COVID relief legislative package that is now awaiting the president’s signature.
According to Waterways Council Inc (WCI), the package included its top priority to adjust the cost-share for construction and major rehabilitation of inland waterways projects from 50% Inland Waterways Trust Fund (IWTF)/50% General Revenues to 35% IWTF/65% General Revenues for Fiscal Year2021 through FY 2031. Projects whose construction starts between FY2021-FY2031 will operate under the adjusted 35%/65% cost-share for the duration.
