Playgroup president Sheree Stout​ said the pipes had frozen about twice in the past three years she has been in charge. “They usually defrost by the time everyone gets there,” Stout said. She said because there was no running water, playgroup had to be cancelled according to Ministry of Education guidelines, which state a playgroup or Early Childhood Education Centre must have running water.
