In 2019, the Texas state legislature passed SB2 which limits property tax increases to 3.5 percent per year. Meanwhile, most of the city s budget is based on largely unfunded state mandates. And where the state in 2008 funded 45 percent of local education costs, that s been reduced to just 39 percent today.
So even before the COVID-19 crisis hit, The wiggle room we have to spend on projects we think are important becomes smaller and smaller, observes El Paso County Commissioner, David Stout.
El Paso, a city similar in size to Boston and Washington, D.C., is politically a blue triangle at the far end of a sea of red in West Texas â and Stout thinks politics plays a big role in the increasing limits on local spending: The state legislature wants to stop local progressive policies from being put in place.

The popularity of beauty influencers like Bretman Rock, Patrick Starr and Nabela Noor has even further cemented the authority that Asian Americans have in the beauty world.
But it wasn’t always this way. Daniel Martin, the celebrity makeup artist and global director of artistry and education for Tatcha, remembers when Asians had extremely limited visibility in the beauty industry. In the ’90s, when he was just getting started, the only two Asian beauty brands that were known in the U.S. were Shiseido and Shu Uemura, and neither was a household name like Revlon or CoverGirl.

NEW YORK, April 28 (Thomson Reuters Foundation) – Nevada this week paused efforts to pass a bill that would allow technology companies to buy land and form quasi-local governments, following criticism that the proposal was part of a troubling trend of “smart cities” run by tech behemoths.
In January, Governor Steve Sisolak unveiled a bill to create so-called “Innovation Zones” which would let companies impose taxes and create school districts and court systems.
Sisolak pitched the plan, which had not yet formally been introduced in the state’s legislature, as part of his broader economic development scheme to pull the state out of a pandemic-induced recession and create about 200,000 jobs.
