House Bill 1378 would allow the Legislature to consider bills and conduct other official business in December of even-numbered years just before the biennial legislative session. The Legislature meets then to hold its organizational session, but normal legislative business has to wait until January. The bill, sponsored by Fargo Republican Rep.
