A week later, he introduced a stay-at-home order even though Health Minister Christine Elliot said the last time the province implemented a stay-at-home order, it adversely affected people’s mental health.

Both announcements contributed to a chaotic moment in Canada’s pandemic, now in its third and worst wave.
