As carjackings surge in Twin Cities, sheriff says watch for these tactics
Law enforcement was getting reports about people being robbed of their vehicles as they sat in them, or as they walked to or away from their cars. Now, they’re hearing about people being blocked in by suspect vehicles or carjackers causing minor crashes to get drivers out of their vehicles, among other distraction techniques.

ST. PAUL During a carjacking this week, people pulled up to a man driving in Little Canada and used their vehicle to block his path. Four people approached and ordered him at gunpoint to exit his vehicle and leave his wallet. They drove off in his vehicle.

St. Paul and Ramsey County have given away more than $12.7 million in emergency grants to about 1,300 small businesses hit hard by the pandemic, with leaders emphasizing the need for both speed and equity in distributing those funds.
Despite efforts to be fair St. Paul used a blind lottery system, Ramsey County funded every qualified applicant in the first two rounds and both promoted their programs in multiple languages some historically underserved areas of the capital city still came out behind.
A Star Tribune analysis of city and county data found that while businesses throughout St. Paul benefited from the St. Paul Bridge Fund for Small Businesses and the Ramsey County Small Business Relief Fund, awards were sparser in some of the city s poorest areas, including the East Side and North End.

St. Paul police are investigating a reported shooting early Friday morning.
According to police, officers were called to the area near Rice Street and Larpenteur Avenue at about 1:44 a.m. Friday after receiving a report of an assault.
Upon arrival, officers found a 24-year-old woman with an apparent gunshot wound in her left hip. Investigators said it appeared the woman was a passenger in a vehicle traveling north on Rice Street before turning onto Larpenteur Avenue when she and the driver, who the woman identified as her boyfriend, noticed someone was following them.
Shortly after turning, the driver pulled over to see what the person in the following vehicle wanted, police said. That driver pulled up alongside the first vehicle and fired a round through the door and into the woman s hip.

Proposed amendments to update zoning regulations covering alcohol production and short-term lodging in the Village of Elmore have been approved by the village planning commission. The proposals will be on the agenda of village council’s Jan. 18 meeting, Mayor Rick Claar said last week. With one member absent, the plan commission unanimously agreed to amend current ordinances by adding a definition pertaining to the production of beer, wine and liquor and adding conditional and permitted uses of their production in the general business district.

Construction firms across Minnesota and the U.S. are bracing for a solemn 2021 as demand wanes and projects are postponed or canceled as clients wrestle with the coronavirus pandemic and its economic fallout.
That is the situation according to survey results released Thursday by the Associated General Contractors of America (AGC) and Sage Construction and Real Estate. This is clearly going to be a difficult year for the construction industry, said AGC Chief Executive Stephen Sandherr during an online conference call with members Thursday. Demand looks likely to continue shrinking, projects are getting delayed or canceled, productivity is declining, and few firms plan to expand their head count.
