A legislative committee voted 5-0 to advance a bill that could limit Wyoming municipalitiesâ authority over municipal utilities after hearing testimony from Jackson landowner Nikki Gill.
Gillâs plea came during a Senate Agriculture, State and Public Lands and Water Resources Committee hearing Thursday, which pit property rights and local control advocates against one another.
It was also the first time the debate over the Gill familyâs push to develop its Teton County property has involved officials from all corners of Wyoming.
Gill told the committee the town of Jackson is improperly leveraging a wastewater connection to secure deed-restricted affordable housing.
The annual World Championship Snowmobile Hill Climb is returning to Snow King after a one-year, coronavirus-related hiatus, though the approval includes some caveats that will make it âa much different-looking event than in years past,â said Carl Pelletier, the town of Jacksonâs special events coordinator.
At its regular meeting Monday night, the council voted unanimously to approve Councilor Jim Rooksâ motion to allow the 44th Hill Climb to move forward with 1,000 spectators. However, included in Rooksâ amended motion was a mechanism that allows for Jackson Police Chief Michelle Weber to decrease the allowed attendance based on how people are behaving and other health and safety factors. Weber will debrief daily with officials from the Jackson Hole Snow Devils, who organize the event, and Jackson Mayor Hailey Morton Levinson. In past years there was only one debriefing following the eventâs end.
A draft bill that some see as threatening “local control” loomed large over the County Commission’s vote Tuesday in favor of the Gill family’s 26-acre development in northern South Park.

The Teton County Board of County Commissioners voted 4-1 in favor of the Gillsâ sketch plan, a conceptual regulatory approval that precedes hearings on more concrete development and subdivision plans on the path to breaking ground. The family praised the decision.
âTodayâs vote further solidifies our familyâs commitment to the northern South Park neighborhood plan, water quality and workforce housing,â Nikki Gill wrote in a text to the News&Guide. âWe have been here for more than 100 years, and we will be here for 100 more. We look forward to working hard alongside the community as we move forward with the Northern South Park plan to create a neighborhood we can all be proud of.â
