I. Introduction
1. The present report is submitted pursuant to paragraph 16 of Security Council resolution 2540 (2020) and paragraph 37 of resolution 2520 (2020). It provides updates on the implementation of those resolutions, including on the mandates of the United Nations Assistance Mission in Somalia (UNSOM) and the United Nations Support Office in Somalia (UNSOS). The report covers significant developments in Somalia from 5 November 2020 to 9 February 2021.

Politicians have allowed ongoing quarrels over the centralisation of power to put a hold on democracy.
It wasnât even going to be a real one-person, one-vote election. That had been the original plan but had proved too ambitious. So Somalia reverted to its previous practice â an indirect election where powerful clan elders would elect delegates who would elect legislators who would elect the national president.
But even that relatively modest ambition proved too much for the Somali politicians to implement, and so no election was held this week on the appointed date of 8 February. A country already battling to navigate stormy seas then entered even less charted waters. This was the first time elections had been delayed beyond the expiration of the governmentâs mandate â without an agreed plan on the way forward.
GOOBJOOG NEWS|DHUSAMAREB: A glimmer of hope emerged from Dhusamareb Thursday morning following a compromise deal between the federal and state leaders on the ongoing electoral stalemate in what could now pave way for the much-delayed exercise to kick off.
Sources close to the talks have intimated to Goobjoog News that President Mohamed Farmaajo has significantly ceded ground in what could emerge as a win for the opposition and the two allied states of Jubbaland and Puntland.
Farmaajo, sources said, agreed to filter out people considered as his cronies in the Federal Indirect Elections Team (FIET). These include senior civil servants, Villa Somalia operatives and intelligence officials. Villa Somalia deputy chief of staff Abdinur Mohamed is one of the senior-most administration officials appointed to FIET by Farmaajo.
Puntland President Meets Civil Society Members and Political Associations
Garowe (PP News Desk) Puntland President Said Abdullahi Deni yesterday held a meeting with civil society members and political associations in Garowe ahead of his visit to Dhuusamareeb where he will attend a summit on Somalia elections.
A Puntland Presidency press release stated that the aim of the meeting was to share views on the political situation in Somalia and federal elections.
Puntland President will travel to Dhuusamareeb to attend a summit organised by the Federal Government of Somalia to finalise preparations for parliamentary and senatorial selections that will pave the way for the presidential election.
