The petition argued that the project did not constitute an “essential service”; to the contrary, it posed “a threat to the lives of the citizens of Delhi and beyond, including the lives of the work force/labour engaged in the project”. The plea also cautioned that the project construction could prove to be a COVID-19 “superspreader”.
