ruled that St. Louis police officers are not entitled to qualified immunity on conspiracy, excessive force, First Amendment retaliation, and assault and battery claims brought by a documentary filmmaker who was arrested while covering protests after former officer Jason Stockley was acquitted of charges in the shooting death of Anthony Lamar Smith.
