CAP Strategic Plan: Draft details begin to emerge

May 27, 2021 11:05 am Key details have emerged on the proposed Common Agricultural Policy (CAP) National Strategic Plan, which will outline how CAP will work in Ireland after 2023 (depending on developments in the EU this week). In recent days, the Department of Agriculture, Food and the Marine has shared these details with farm organisations. Some aspects of this were already made public, including the Basic Income Support for Sustainability (BISS), which will be the successor to the current Basic Payment Scheme (BPS). One of the main areas of the plan will be the flagship environment scheme that was promised in the Programme for Government – referred to in these latest proposals as an ‘Agri-Environment Climate Measure’ (AECM).

CAP payments: INHFA says department modelling is misleading

May 7, 2021 9:18 am The Irish Natura and Hill Farmers’ Association (INHFA) has condemned a recent document released by the Department of Agriculture Food and the Marine (DAFM) on modelling future Common Agricultural Policy (CAP) payments. INHFA president Colm O’Donnell said: “This totally misrepresents the reality that over 72,000 farmers representing almost 60% of all farmers, stand to gain under 100% convergence or full flattening. “Of these, over half would also gain substantially under the 85% convergence model which the DAFM [has] based this document around.” DAFM modelling on CAP payments The modelling exercise focused on payment entitlement unit values under the proposed Basic Income Support for Sustainability (BISS) – the successor to the Basic Payment Scheme (BPS) – but does not look at any proposed eco-schemes, for which 20% of CAP funds will be ringfenced.

BPS: Impact of 85% convergence laid bare in DAFM modelling

May 6, 2021 9:21 am The impact of an 85% convergence in the next Common Agricultural Policy (CAP) could have a serious impression on the level of direct payments made to farmers with entitlements above the national average – in some cases potentially slashing payments by one third. This is according to new modelling on payment entitlements under Common Agricultural Policy (CAP) reform published this month by the Department of Agriculture, Food and the Marine. However, the department stresses that, as the discussions on the new CAP are ongoing, the options available to member states will not be clear until this process is concluded The modelling exercise focused on payment entitlement unit values under the proposed Basic Income Support for Sustainability (BISS) – the successor to the Basic Payment Scheme (BPS) – but does not look at any proposed eco-schemes, for which 20% of CAP funds will be ring-fenced.
