Storms that have dumped as much as 17 inches of rain across parts of Texas and Louisiana made driving a nightmare on Monday and forced some schools to close.
The National Weather Service Office in Lake Charles, Louisiana, declared a flash flood emergency in eastern Calcasieu and western Jefferson Davis parishes at about 1:45 p.m. CDT. It also declared a flash flood emergency for the Fannett area in Jefferson County in southeastern Texas.
Extensive flooding was reported throughout Lake Charles, which is still trying to recover from major damage caused by hurricanes Laura and Delta last year and an ice storm in February.

A cluster of thunderstorms stalled over parts of southeast Texas and southwest Louisiana on Monday, dumping up to 17 inches of rain.
The severity of the flooding prompted the National Weather Service to issue a rare flash flood emergency Monday afternoon for the city of Lake Charles and adjacent areas of Calcasieu and Jefferson Davis parishes.

A tornado ripped through the New Orleans metro area early Wednesday morning, downing trees, damaging structures and knocking out power to thousands.
A tornado warning was issued for New Orleans by the National Weather Service (NWS) at 2:08 a.m. CDT as a line of storms barreled toward the city.
Storm reports from the NWS show damage to trees and power poles very near the downtown area of New Orleans. Carrollton, Broadmoor and Algiers Point are the portions of the city where much of the damage occurred, according to reports from city officials to the Associated Press.
