CHARLESTON – A Charleston man has filed a police brutality lawsuit accusing two Dunbar officers of using excessive force on him outside of police headquarters.
The lawsuit, filed Dec. 21, 2023 in U.S. District Court in Charleston, WV, names Dunbar Police Officers Todd Hannah and Zachary Winters, along with two other unnamed members of the department in the alleged beating. This is the second time in recent months Winters has been named in an excessive force lawsuit.
