Governor Nasir El-Rufai Governor Nasir El-Rufai  of  Kaduna has said that the state’s resident cards would enable the people to have access to quality education, better health care and social interventions, as well as ease ways of doing business. El-Rufai made this known during the signing  of a Memorandum of Understanding (MoU) between Kaduna State Residents Registration Agency and United Bank for Africa (UBA), on Friday in Kaduna. The governor noted that the Agency had registered more than 3.4 million residents out of the state’s 10 million population. El-Rufai further said that the resident cards would serve as means of identification and enable holders to use it as bank card.
