INEC holds federal, state constituency bye-elections June 19 Published 8 May 2021 The Independent National Electoral Commission has fixed a date for bye-elections to fill the vacant Gwaram Federal Constituency in Jigawa State at the House of Representatives and the Sabon Gari State Constituency seat in the Kaduna State House of Assembly. The polls are to hold on June 19, 2021. The National Commissioner and Chairman, Information and Voter Education Committee, INEC, Mr Festus Okoye, made this known in separate statements on Friday. In a statement titled, ‘Conduct of Bye-Election in Gwaram Federal Constituency of Jigawa State,’ INEC said it had received a communication from the National Assembly in which the Speaker of the House of Representatives, Femi Gbajabiamila, declared the seat for the Gwaram Federal Constituency vacant, following the death of a member, Yuguda Hassan Kila, on March 4, 2021.

While the Gwaram Federal Constituency of Jigawa State became vacant following the demise of Yuguda Hassan-Kila on March 4, the Sabon Gari Constituency in Kaduna state became vacant due to the failure of its former occupant, Aminu Shagali, to attend one-third of the assembly meetings.

The seat, initially occupied by former Speaker Aminu Abdullahi Shagali, was declared vacant in April after the house accused the lawmaker of absconding from all Assembly activities for more than a year without any reason. According to the legislators, the ex-speaker’s absence without just cause from one-third of the meetings of the Assembly for one year was in contravention of Section 109 (1)[f] and (2) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).
