時力指出，不在籍投票規定是在2017年修正《公民投票法》時，即納入的規定，但迄今中選會所提出的「移轉投票」設計的不在籍投票專法，仍躺在行政院裡，出不了行政院大門。
時力說，這次的嚴重疫情，凸顯2019年民進黨所強修的《公民投票法》，成了僵化的現行投票日規定，也證明了能讓國人避免大規模移動的不在籍投票重要性。
時力表示，昨日已向立院遞交時力版的《公民投票法》修正草案，修正內容，內容包括「投票日規定修正回2017年版的彈性規定」、「增訂以移轉投票設計為核心的不在籍投票專章」。
時力解釋，這樣的做法是方便民眾，避免長距離移動，比方說，讓例如戶籍地在高雄，但旅居台北工作或生活的國人，可以申請移轉投票在台北投，以避免為了投票而跨縣市的防疫風險。
時力說，立院上午的談話會將處理國民黨團提
