Art Kids Rock in Elgin is an on-demand drawing platform designed to provide young artists with all the tools they need to learn and practice lifelong drawing skills.
Bill Duca, artist and cartoonist for Young Rembrandts, is spending his days painting storm drains in the city of Elgin, for a project called "New Call for Art," by the Elgin Cultural Arts Commission.
