　　舒智勇说，自从执行“三资”管理“三统一”机制后，村民满意了，他的压力轻了不少。 　　农村“三资”监管是基层公权力闭环监督体系中极为重要的一环。为有效促进农村基层治理和党风廉政建设，去年起，金华市纪委市监委、市农业农村局联合省农信联社金华办事处率先在永康进行试点，推广农村集体“三资”管理“三统一”机制改革，有效防止了农村集体“三资”流失，促进了农村经济发展和社会稳定。 　　所谓“三统一”，即“统一系统（省版农村集体经济数字化管理系统）、统一队伍（“三资”代理人员）、统一管理（农业农村局、农商银行联合管理）”。 　　在不改变村级“三资”权属和监督主体责任的前提下，金华市将村级财务代理的会计业务与监督职能和审计业务分离，以政府购买服务的形式委托农商银行代理。
