national institutes of health budget by 19%. it s, as you know, very important part of the government for funding medical research. yep. budget director mulvaney yesterday acknowledged that the private sector can t fill that gap when there are rare diseases we need a robust government presence. the president invited a rare disease patient to his speech to congress so he could talk about medical innovation and new cures. how do you square those things when you are cutting n.i.h. by 19%. and many conservatives wanted to increase the budget. director mulvaney, someone asked him the same question. he suggested it wouldn t my outtake from listening to him yesterday was that it wouldn t be cut. there is an assumption in washington, jonathan, that if you get less money it s a cut. i think the reality is that, in a lot of these there is efficiencies, duplicity, ways to spend money better. i think, if you are wasting a lot of money that s not a true
dollar spent. i think, when you look at the way that director mulvaney and the president approached this budget, it was can we ask can we get more with the same dollar, can we find duplicity, find efficiencies, combine facilities in some cases at n.i.h. to enhance a better experience where we have an outcome that s reduced savings. to assume that, because you spend a ton of dollars, you ll get a better outcome. with all due respect. the district of columbia spends by far per capita than any other city in the country on education and they have tremendous issues that are constantly being dealt with in their education system. to assume that just because you throw money at a problem it s somehow magically solved is a very washington way of looking at a budget problem. part of the issue is that we are working, as the director outlined a couple of weeks ago,
