心中有党，做精准扶贫的示范带头人 2011年6月25日，47岁的黄诗燕来到炎陵县担任县委书记。 黄诗燕出生在攸县农家，“再也不能贫困下去”的愿望，从小就在他心底发芽。他对贫困百姓的生活更是感同身受。带领20万老区人民脱贫摘帽奔小康，成为黄诗燕的最大考验、第一任务。他向全县人民承诺：“功成不必在我，但脱贫功成，务必在我。” 上任不久，黄诗燕就一头扎进贫困村调研，穿行在炎陵的山山岭岭，访贫问计。在没有通车的偏僻村组，他弃车步行，爬山越岭，短时间内走遍了全县各乡镇54个贫困村。 通过调研，黄诗燕将炎陵定位为“老祖宗安寝福地、老人家革命圣地、老天爷生态宝地、老百姓宜居乐地”，提出发展绿色农业、生态工业、文化旅游，重点建设农字号“一带八基地”(生态休闲农业风光带，无公害蔬菜、特色水果
