And 79million would go to modernize National Guard armories and regional centers. The debt would be repaid over 20 years using money the state there will be no tax increase for any citizen in North Carolina. Reporter nc state chancellor Randy Woodson said the education spending will help attract the best and brightest students for decades to become the states work force for the next generation.
