Gloversville Common Council approves $2M bond for emergency repairs | The Daily Gazette SECTIONS The city Common Council voted 6-0 Tuesday night to authorize the borrowing of up to $2 million for emergency repairs to restore electric power to the Gloversville-Johnstown Joint Wastewater Treatment Facility. Mayor Vince DeSantis described the accident at the sewer plant as “a disaster” that needs to be addressed “immediately, right now they’re operating much of the facility with generators.” Sixth Ward Councilman Wrandy Siarkowski, a seven-year veteran member of the joint sewer board in charge of the wastewater facility, Tuesday night said the sewer plant started experiencing “rolling blackouts” sometime on Thursday. He said sewer plant officials brought in a consultant familiar with the plant’s early 1970s vintage power lines, which run through old Orangeburg pipes made from layers of ground wood pulp fibers, a type of piping in use before PVC pipes.

manich@leaderherald.com GLOVERSVILLE The Common Council on Wednesday night voted 5-2 to adopt its Special Investigation Committee’s report on Councilman-At-Large William Rowback Jr., a document that accused him of “harassment” and “intimidation” against city employees. The panel comprised of 6th Ward Councilman Wrandy Siarkowski, chairman, 2nd Ward Councilman Arthur Simonds, and 1st Ward Councilwoman Marcia Weiss called a special council meeting at City Hall to publicly air the report. Siarkowski spent about 30 minutes reading the report, which was adopted 5-2. Voting yes were: Siarkowski, Simonds, Weiss, 5th Ward Councilman Jay Zarelli, and 3rd Ward Councilwoman Betsy Batchelor. Voting no were Rowback and 4th Ward Councilwoman Ellen Anadio.

Gloversville Council votes 5-2 to grant severance pay | The Daily Gazette SECTIONS GLOVERSVILLE  The Common Council voted 5-2 Tuesday night to amend the city’s personnel policy to include a “separation package” providing a 90-days-of-pay severance check and health insurance coverage to the city’s appointed officers who have served longer than one year. If a new mayor in January 2022 were to change personnel for each of the appointed positions, under the new policy it would cost the city an estimated $100,135 worth of severance pay to replace those positions, not counting the cost of maintaining the health insurance for those officials.

Rowback was the Republican candidate during the 2017 city mayoral election when he lost to former Mayor Dayton King 1,800-1,490, after a recount reversed what had initially been thought to be a Rowback victory. After his defeat Rowback, who worked for 30 years as a city firefighter, vowed to one day become mayor of Gloversville. The current mayor is Vince DeSantis, a Democrat. On Tuesday Rowback said he hopes 2021 will be the year he achieves that ambition.

aonyon@leaderherald.com GLOVERSVILLE The Common Council voted 5-2 to again appoint Christopher Perry as the Department of Public Works Director on Tuesday, just days after his sudden resignation that led to the initiation of an investigation into the conduct of Councilman-at-Large William Rowback Jr. Perry’s reappointment effective today running through Dec. 31 was made during Tuesday’s regular Common Council meeting through the passage of an emergency resolution. The resolution states that Perry’s letter of resignation effective Friday raised issues that led to his departure and that the council subsequently voted to initiate an investigation into those allegations as authorized under the city charter.
