WAUKESHA - Already facing a recent excessive-force allegation, the city and its police department now faces a second federal lawsuit, this one more detailed and involving an arrest more than two years ago.
Carl Rennells, 56, a former Waukesha man whose current address is listed as the Dodge Correctional Institution in Wausau, claims three Waukesha police officers acted so aggressively during his arrest in 2018 that one of his legs was broken.
But a criminal complaint filed in 2019 paints a far different scenario, one that resulted in a charge of resisting arrest on top of two counts of criminal damage to property and marijuana possession that explains why police became involved in the first place.
