rocket apparently took out an entire chunk of the building leaving it in ruins. some of the missiles that russia has been firing on ukraine are reportedly dummies. the yugian military says those missiles are nuclear capable but don t have explosive warheads. and ukraine says they re far from harmless, and russia is using them for a reason. for more, will ripley joins us from kyiv. will, what are we learning about russia s use of those dummy missiles? hi, kim, the assessment from the ukrainian side is that russia still has has a very viable stockpile of missiles that are viable. they don t need to use the dummies, the 1980s, energy-engineered nuclear missiles that they re firing without warheads and there s no word that there s any radioactive materials that are hit infrastructure targets here in kyiv and across ukraine. last week, russia fired more than 70 projectiles in total.

cnn s will ripley in kyiv. will, it sounds like the skies are quieter at least for now, but, obviously, i am sure there is a lot of fear this could be the calm before the storm? reporter: yeah, absolutely right. and hello to you and boris. we did have the air raid sirens go off in kyiv for 20 minutes this afternoon. that is pretty much a daily occurrence. and we did see some evidence that the air defense systems were fired in the donetsk region. the white plumes of smoke indicating they had intercepted incoming russian missiles but it was a very brief, you know, moment where basically you get the alert on your phone and then you go on having your lunch because that is just a part of daily life here in ukraine. the air raid sirens, threat of incoming missiles. what we re being told, cnn s matthew chance spoke with the foreign minister here in ukraine yesterday, and he said that they are bracing themselves for what

certainly bracing themselves for another attack in the coming days. basically, they assume that russia is giving ukraine enough time to build the missiles before they introduce another onslaught. that s something that we re watching closely here. they ve been scrambling to restore power. still millions of ukrainians in the dark. what s the latest on that front? you know, it s certainly more grim outside of the capitol. here in kyiv, people are living without power for several hours every day. there are parts of ukraine, however, where people only have power for a few hour of the day and the rest of the time they re in the dark. and if they re living in one of these sold soviet era high-rise buildings where you need the elevator to go up and down that can be incredibly difficult when you re not only dealing with the cold and also in the dark but also having to climb flights of stairs to go up and down just to get the essentials to go on with your daily life. that s certainly a strug

lot of small businesses have been able to procure generators, so when the lights go out. you ll hear the buzz of these generators going on. businesses will continue to serve coffee, serve lunch. they might have a smaller menu. but yet, they re resilient and continue to forge ahead. but certainly, if there is yet another large attack, that could cut power capacity very significantly. right now, here in kyiv, they have about 70% of what they normally would have available in terms of electricity, but that nobody could shoot down very quickly depending how successful russia will be in the next expected wave of attacks. thanks sorch, will ripley in kyiv, appreciate it. ukraine says its diplomatic outposts have become targets of a fear campaign that s after 17 ukraine embassies or consulates have received letter bombs or suspicious packages. in some cases, the packages contained served animals.
