Paxton has pleaded not guilty to the still pending charges.  Watts is accused of being drunk when he wrecked his pickup in a one-vehicle rollover Feb. 18 near Electra, according to allegations in court records.  Not long before the wreck that day, a witness said Watts hit a post driving up to the Wichita County Annex Building-Precinct 4 north of Electra, and then he was unsteady on his feet walking up to the door, according to allegations in a probable cause affidavit for an arrest warrant.  A Texas Department of Public Safety trooper was notified of a crash about 7:08 p.m. that day and arrived to find first responders extracting Watts from his pickup, which was on its side in a bar ditch off State Highway 25 south of Electra, according to allegations in the affidavit.
