UPDATE, 0825 GMT: The Associated Press reports that, as Donald Trump used a tweet to absolve Moscow of responsibility, White House officials were told to cancel a statement citing Russia as “the main actor” in cyberattacks.
ORIGINAL ENTRY: Secretary of State Mike Pompeo, reflecting the views of US intelligence, declares that “we can say pretty clearly that it was the Russians” behind the widespread hacking of US Government agencies and corporations.
But hours later, Donald Trump tweets that the “Cyber Hack” is a creation of the “Fake News Media”, maintains that China might be the culprit, and links the issue to his fraudulent claims of a rigged election.

While we do not yet know the extent of the damage done, the SolarWinds cyber-attack is a sobering reminder that bad actors are actively at work against the United States. Now more than ever, it is critical that we contain and remove all malware and secure our government networks. To do this, the federal government must ensure a coordinated and robust response, pulling resources from wherever necessary, including utilizing Defense Support of Civil Authorities (DSCA), private sector collaboration, and sector-specific agency teams to quickly identify the depth and extent of the breach.

National Security Council Invokes PPD-41
On Tuesday, the National Security Council announced the administration would be invoking Presidential Policy Directive-41, or PPD-41, which “facilitates continuous and comprehensive coordination for whole-of-government efforts to identify, mitigate, remediate and respond to this incident,” according to a statement from NSC spokesperson John Ullyot.
