Milwaukee county will start recounting ballots at 9 am. About 30 of wisconsins 72 counties plan to recount their ballots exclusively by hand. In milwaukee. Machines will be used. Candidate jill stein who asked for the recount wanted all counties do it by hand. A Dane County Circuit judge denied the request.
